The inquiry is also investigating allegations of money laundering and links to organised crime.
'How can the NSW regulator have any confidence in your character or integrity in light of your conduct in these emails?' Counsel assisting Adam Bell asked.
'Because I'm being treated now for my bipolar,' replied Mr Packer.
The billionaire businessman also revealed that he's unwell and that strong medication is affecting his memory.
